I was told my secured savings would become available to me one year after opening the card and the account. Why is it that my account is still secured?

Generally speaking, when a savings account is being used for a secured credit card, the funds will not be accessible by the owner unless their account has been updated to an unsecured credit card or if the account is being closed.
