web form does not seem to list Wisconsin so i cannot open an account. is there some restriction?

TD Bank is proud to offer Store locations from Maine to Florida. However, it is not necessary to live within the TD Bank footprint in order to open an account with us.
If you don't currently live in a state with a TD Bank Store, we recommend giving us a call 24/7 at 1-888-751-9000 to speak with our Banking Specialists. They will be more than happy to help you establish your account by phone.
If you are able to verify an address within our footprint, you are also welcome to use our website for the account opening process. You can open the account after choosing your account above by clicking on the "Open Account" box, which will be listed at the bottom of each account's details.
To begin the account application, you'll need your Social Security number, and a valid personal identification such as a Driver's license, State ID, or Passport.
If you open your account online, you can make your first deposit using a debit card linked to an account from another financial institution or a credit card (Visa or MasterCard). If you open the account by phone, your representative will be happy to provide convenient deposit options.
