hoping to avoid wire-transfer fee's so i was going to have someone go into a TD BANK with my bank act information to withdraw money. Can this be done?

We'd like to begin by stating that only signers on your account can make withdrawals from your account with proper photo ID. We may have a couple of options for you.
If you are enrolled in Online Banking, you can use our Pop Money Service. This feature allows for transfers between TD Bank accounts and it also allows you to send money domestically to any account inside and outside TD Bank without having to visit a Store. Also, you will be able to send money via text, email or by creating a contact and even set it up as a recurrent transfer. If you're not currently enrolled for online banking, you may do so by clicking here: http://bit.ly/1lU2qfY. Please have your account number, ATM/debit card number and Social Security number available. If you have any trouble signing up, please contact our Banking Specialists, 24/7 at 888-751-9000.
Once you're enrolled, please sign into your account and click on the tab at the top of the page titled "Person-to-Person Payments." You will then be asked to accept a user agreement, review the fee schedule and confirm your email and phone number. A text and email code will be sent to the mobile number and email address we have on file for you. Next we will request you to submit both codes for verification to complete the enrollment process. Once the enrollment is complete you’ll be ready to send a payment! If you should have any questions or trouble with Pop Money, feel free to call one of our Tech Support Specialists at 800-493-7562.

Once you are enrolled in online banking as we wrote to you about previously, to begin using Bill Pay, log in and select the "Bill Pay" tab. You will then be asked to accept the Bill Pay user agreement. Once accepted, you can then immediately begin scheduling your bills! Please follow any prompts to get started. Kindly note that you're welcome to pay companies or individuals with this service. When paying individuals, payments are typically sent in the form of a paper check.
As a final option, if you happen to have a personal check, you can mail this to your payee as well.
